Draft Capital Programme 2017/18 – 2020/21

To consider the relevant aspects of the draft Capital Programme pertaining to remit of this Committee only.  Information relating to those aspects of the budget outside of the Committee’s remit will be considered by the other relevant Overview and Scrutiny Committees.  Members are requested to review the report and provide their comments, observations and recommendations in respect of the Executive’s proposals with particular reference to those aspects within the remit of the Committee, to the meeting of the Executive.

The Head of Financial Services introduced a report outlining proposals to the 4 year Capital Programme and the timeline for public consultation. The Assistant Director Resources confirmed that funds had been allocated for integrated health and social care hubs and these figures would be included in the report to Executive.

 

RECOMMENDED

 

The Committee:-

 

1.    Supports the Draft Capital Programme 2017/18 – 2020/21.

2.    Notes that allocation of monies to health and social care hubs be included with work continuing in this area.

3.    Agrees the draft capital programme as a basis for consultation.

Members were advised that their recommendations would form part of the final report, which was due to be considered by the Executive on 7 February 2017.

 

RECOMMENDED that the Committee support the Capital programme and endorse the report to the Executive.

Minutes:

 

The Head of Financial Performance delivered a report outlining proposals to the 4 year Capital Programme and the timeline for public consultation. Members were advised that their recommendations would form part of the final report, which was due to be considered by the Executive on 7 February 2017.

 

In light of the report Members discussed the following in summary:-

·           The need to explore whether those capital schemes identified as delayed could be replaced by others on a reserve list.

·           The impact of capital projects on the revenue budget and a need to revisit this at a future meeting.

 

RECOMMENDED that the Committee support the Capital programme and endorse the report to the Executive.

 


Meeting: 10/01/2017 - EXECUTIVE (Item 90)

The report proposes the Capital Programme for the four years from April 2017. It excludes the Housing Revenue Account (HRA) which is subject to a separate report.

Decision:

That the draft Capital Programme for 2017/18 to 2020/21 be approved for consultation with the Overview and Scrutiny Committees and other interested parties.

Minutes:

 

The Executive considered a report from the Executive Member for Corporate Resources that proposed the Capital Programme for the Medium Term Financial Plan (MTFP) period 2017/18 to 2020/21.  The proposed Capital Programme would continue to support the following significant schemes:

 

·         New School Places;

·         improving the A421 between Junction 13 of the M1 and Milton Keynes Magna Park;

·         M1/A6 Link Phase 1 and 2;

·         Highways Structural Maintenance;

·         Dunstable Leisure Centre and Library; and

·         Broadband infrastructure.

 

Reason for decision:  To enable consultation on the draft Capital Programme 2017/18 to 2020/21, prior to recommendations being made by the Executive on 7 February 2017 to Council on 23 February 2017.

 

RESOLVED

 

that the draft Capital Programme for 2017/18 to 2020/21 be approved for consultation with Overview and Scrutiny Committees and other interested parties.
