The Committee is requested to appoint Members to the following bodies, which are to comply with the political balance rules referred to in the report to Annual Council entitled ‘Appointment of Members, Chairmen and Vice-Chairmen to Committees and Other Bodies 2010/11’ (see in particular Appendix A, Section A3).

(a)               Appointments Panel – 5 members (4 Conservative and 1 Liberal Democrat) and 3 substitutes (2 Conservative and 1 Liberal Democrat), from which members of Appointments Sub-Committees can later be drawn as required.

Appointments Sub-Committees will normally comprise 3 Panel Members (2 Conservative and 1 Liberal Democrat) plus the relevant Portfolio Holder for the appointment to be made.  Sub-Committees must include at least one Executive Member.

(b)               Employee Partnership Committee – 7 Members (6 Conservative and 1 Liberal Democrat) which must include at least one Executive Member, plus 4 substitutes (3 Conservative and 1 Liberal Democrat);

(c)               Joint Consultative and Negotiating Committee for Primary and Secondary Education – 7 Members (6 Conservative and 1 Liberal Democrat) which must include at least one Executive Member, plus 4 substitutes (3 Conservative and 1 Liberal Democrat).

The Committee received and considered a schedule submitted by the Monitoring Officer outlining the nominations from the Group Leaders in relation to the appointment of Members to the Appointments Panel and the Staff Consultative Committees.  An amended schedule was circulated at the meeting.

RESOLVED

that Members of the Appointments Panel and Staff Consultative Committees, as amended, be appointed as indicated on the schedule attached as Appendix A to these minutes.
