Chairman's Announcements and Communications

 

To receive any announcements and matters of communication from the Chairman.

 

 

Minutes:

 

The Chairman advised that it would be necessary to convene an Extraordinary meeting of the Licensing Committee to consider the Licensing Policy for Sexual Entertainment Venues.  A date for the meeting would be advised.  Prior to the meeting, it was felt necessary for a Working Group to be established comprising of 5 Members of the Licensing Committee to review the Policy.  

 

Councillors: Berry, Dalgarno, Mrs Green, Pepworth and Shadbolt volunteered to act on the Working Group.

5.

EXCLUSION OF PRESS AND PUBLIC

 

To consider whether to pass a resolution under Section 100A of the Local Government Act 1972 to exclude the Press and Public from the meeting for the following item of business on the grounds that the consideration of the item is likely to involve the disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A of the Act.

 

 

Minutes:

 

That in accordance with Section 100A (4) of the Local Government Act 1972  the public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information.

6.

Application for a Private Hire Operator Licence

 

To make a decision whether or not to grant a Private Hire Operators Licence to Mr A M  in view of the location of the proposed operator premises.

 

 

Minutes:

 

The Committee received and considered a reprot of the Director of Community Services to make a decision whether or not to grant a private hire operator licence to Mr A M in view of the location of the proposed operator premises.

 

In view of the fact that Mr A M did not attend the meeting the Committee determined to defer consideration of the application until the scheduled meeting to be held in August 2013.

 

RESOLVED

 

That the application to permit Mr A M to operate a Private Hire business from a personal address be deferred until the scheduled meeting to be held in August 2013.

 

 

7.

Application for a Private Hire Vehicle Licence

 

To make a decision whether to grant a Private Hire Vehicle Licence to Mr R B in view of the age of the vehicle.

 

 

Minutes:

 

The Committee received and considered a report of the Director of Community Services seeking a decision whether or not to grant a Private Hire Vehicle licence to Mr R B in view of the age of the vehicle.

 

The applicant attended the meeting and made representations in support of the application.  The Committee were invited to view the vehicle which was located in the car park.

 

In accordance with the procedures for hearings held in private, the applicant and Licensing Officer were asked to withdraw whilst the Committee made their decision.  The Committee’s deliberation and visual inspection of the vehicle along with its appearance were recalled to hear the decision.

 

RESOLVED

 

That a Private Hire Vehicle Licence be granted to Mr R B and the applicant be reminded of his responsibilities to comply with the conditions of the licence and that the Council has the powers under the Local Government (Miscellaneous Provisions) Act 1976 to revoke the licence at any time.

Re- admittance of Press and Public

The Committee resolved to re admit the Press and Public to the remainder of the meeting.

To provide update on the work undertaken by Central Bedfordshire Public Protection Team in relation to the regulation of Health & Safety at work.

The Committee received and considered a report of the Assistant Director of Community Services providing an update on the work undertaken by Public Protection against the above plan in relation to the regulation of Health and Safety at work in Central Bedfordshire.

 

The Committee noted a minor amendment to the report which the Service Manager undertook to make.

That the report of the Assistant Director of Community Services providing an update on Health and Safety work undertaken by Public Protection be noted.
