Chairman's Announcements and Communications

To receive any announcements and matters of communication from the Chairman.

Minutes:

 

The Committee stood in silent tribute to the memory of Councillor Denise Green who died suddenly.

 

The Chairman announced that further to the despatch of the original agenda she had agreed to take an additional report as an urgent item of business, application for a Private Hire Operator Licence, Mr AM.  The report was exempt by virtue of Paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972.

Exclusion of Press and Public

That in accordance with Section 100A (4) of the Local Government Act 1972 the public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information.

Application for a Private Hire Operator Licence

 

To consider a report of the Director of Community Services seeking a decision  whether or not to grant a Private Hire Operators Licence to Mr M S in view of the proposed Operator premises.

Minutes:

 

The Committee received and considered a report of the Community Services Director seeking a decision on whether or not to grant a Private hire operators Licence to Mr A M in view of the proposed Operator premises.

 

The applicant attended the meeting and made representations in support of the application. 

 

In accordance with the procedures for hearings held in private, the applicant and Licensing Officer were asked to withdraw whilst the Committee made their decision.  The Committee’s deliberation and visual inspection of the vehicle along with its appearance were recalled to hear the decision.

 

RESOLVED

 

That the Application for a Private Hire Operator Licence for Mr A M be delegated to the Community Services Director to grant subject to all standard conditions being applied to the licence and the installation of a telephone number exclusive to the Central Bedfordshire Operator Licence.

Urgent Item of Business

The Committee received and considered a report of the Community Services Director seeking a decision whether or not to grant a Hackney Carriage Licence to Mr SMHS and Mr MCF in view of the age of the vehicle.

 

The applicants attended the meeting and made representations in support of the application.  The Committee were invited to view the vehicle which was located in the car park of the Council offices.

 

RESOLVED

 

That the application for a Hackney Carriage licence to Mr SMHS and Mr MCF be refused as the vehicle does not meet the Council’s test for an exceptional standard of vehicle.

Application for a Private Hire Operator Licence

 

To consider a report of the Director of Community Services seeking a decision on whether or not to grant a  Private Hire Operators Licence to Mr A M in view of the location of the proposed Operator Premises.

Minutes:

 

The Committee received and considered a report of the Community Services Director seeking a decision whether or not to grant a private hire operator licence to Mr M S in view of the location of the proposed operator premises.

 

The applicant and his legal representative attended the meeting and made representations in support of the application.

 

In accordance with the procedures for hearings held in private, the applicant and Licensing Officer were asked to withdraw whilst the Committee made their decision. 

 

RESOLVED

 

That the application for a Private Hire Operator Licence be granted to Mr M S subject to submission of a signed form of Statutory Declaration and proof of evidence of the installation of a dedicated telephone number exclusive to the Central Bedfordshire Operator Licence.
