Minutes:

 

The Chairman welcomed Members to the first Licensing Committee meeting of the municipal year 2014//15.

 

The Chairman advised that Lorna McShane, Solicitor had been delayed due to unforeseen circumstances and was therefore not in attendance.

Adoption of updated model byelaws for the regulation of acupuncture, tattooing, semi-permanent skin colouring, cosmetic piercing and electrolysis pdf icon PDF 99 KB

To recommend that Full Council to adopt a new single consolidated set of byelaws, based on a model byelaw produced by the Department of Health, to regulate acupuncture, tattooing, semi-permanent skin-colouring, cosmetic piercing and electrolysis.

The Committee received and considered a report of the Community Services Director which asked Members to make a recommendation to Council to adopt a new single consolidated set of byelaws based on a model byelaw produced by the Department of Health to regulate acupuncture, tattooing, semi-permanent skin colouring, cosmetic piercing and electrolysis.

 

RECOMMENDED to Council

 

(1) that Council uses its adoptive powers in Part VIII of the Local Government (Miscellaneous Provisions) Act 1982 to revoke the existing legacy byelaws and adopt harmonised updated byelaws;

 

(2) that Council authorises the affixing of the Council’s Common Seal to the byelaws shown in appendix A of the report.

 

RESOLVED

 

That the appropriate officer be authorised to carry out the necessary procedure including applying to the Secretary of State for Confirmation.

The report proposes that Licensing Committee recommend the adoption of the amended Licensing Policy to Full Council.

The Committee received and considered a report of the Community Services Director setting out the amended Licensing Policy in respect of the Licensing Act 2003.  Members were asked to recommend the adoption of the amended policy to Council.

 

RECOMMENDED to Council

 

that the amended Licensing Policy in respect of the Licensing Act 2003 be approved and adopted.
