The Application

The application was for a grant of a premises licence for the premises to be known as the Ampthill Wine Merchants at 12 Church Street, Ampthill to allow the premises to permit the retail sale of alcohol on Monday to Sunday between 0900 hours and 22.00 hours daily.

 

A copy of the application form was attached to the report at Appendix A.

Licensing Act 2003 - Determination of Application to Grant a Premises Licence

Minutes:

 

The Sub-Committee received and considered an application for Grant of a Premises Licence to be known as Ampthill Wine Merchants at 12 Church Street, Ampthill.  The Applicant and Franchise Manager attended the meeting and made representations in support of the application.

 

The Chairman outlined the procedure to be followed.

 

The Chairman invited the Interim Team Leader, Health & Safety Licensing to present the report to the Sub-Committee.  The Sub-Committee were advised that the applicant had submitted an application for grant of a premises licence for the premises to be known as the Ampthill Wine Merchants, 12 Church Street, Ampthill.  The application sought to allow the premises to permit the retail sale of alcohol on Monday to Sunday between 1900 hours and 2200 hours daily.  A copy of the application was attached at Appendix A.

 

The notice detailed the application as a retail shop unit in the main shopping area in Ampthill, next to the Natwest Bank and backed onto the main town car park.  The shop would trade as a franchise of Cambridge Wine Merchants selling good quality wines, beers and spirits for consumption off the premises.  Educational wine tastings, beer and spirit tastings would be held at the premises.

 

The Chairman invited the Applicant to present their case to the Sub-Committee.  Mr Woodhall and Mr H Wilson set out the application as detailed in the Agenda and circulated additional photographs of other franchise stores.  In addition photographs were circulated showing pictures of wine and port tasting evenings and results of customer feedback of those evenings.  The Applicant advised the Sub-Committee that they had undertaken lots of research with regard to the locality of the proposed store at Ampthill in that they had assured that car parking was in close vicinity to the store.  The Applicant advised the Sub-Committee of objections that had been received and that he had spoken to those persons who had placed objections. Following detailed explanation of the proposed application, those objectors had withdrawn their objections with the exception of one objector.

 

The Chairman invited the rest of the Sub-Committee to question the Applicant.

 

The Chairman invited the Applicant and the objector to sum up their cases.

 

The Sub-Committee adjourned with its Solicitor and Committee Administrator to deliberate upon the Application.

 

Decision

 

that having taken into account the Licensing Act 2003 Guidance issued under Section 182 of the Act and representations from the Applicant and Parties, the Application for a premises licence be granted to Mr Christopher Woodhall of Ampthill Wine Merchants trading as Cambridge Wine Merchants.
