Decision:

Cllr N Young declared a personal interest in agenda item 5 ‘Friars Walk, Dunstable petition’, as he knew the lead petitioner as she was a Dunstable Town Councillor and a former South Bedfordshire District Council Councillor.

Stuart Street and Union Street, Dunstable - Consider Objections to Parking Restriction Proposals pdf icon PDF 634 KB

To seek approval for the implementation of waiting restrictions in Stuart Street and Union Street, Dunstable.

Decision:

1.    That the proposals be implemented as published, but nos. 58, 58a, 60, 62 and 64 Union Street be added to the list of residences eligible to apply for a maximum of two permits to park in Stuart Street per household.

2.    That residents of Stuart Street be consulted on the use of H-Bar road markings.

3.    That the double yellow lines be left in place in Union Street.

4.    That a wider parking consultation will take place with residents of Union Street.

Tilsworth Road, Stanbridge - Consider Objection to 20mph Speed Limit pdf icon PDF 1 MB

To seek approval for the implementation of a 20mph speed limit in Tilsworth Road, Stanbridge.

Decision:

1)    That the proposed 20mph speed limit be implemented as published.

2)    That the approved regulatory signage be installed to raise the conspicuity of the 20mph speed limit and carriageway roundels to be added to reinforce the limit at its start points from each direction.

A6 Bedford Road, Clophill - Petition Requesting an Extension of the Existing 40mph Speed Limit pdf icon PDF 80 KB

To note the receipt of a petition submitted to Central Bedfordshire Council and suggest a way forward.

Decision:

1)    That the petition be noted.

2)    That a full investigation be undertaken during the 2017 calendar year to determine whether an extension of the existing 40mph speed limit in Bedford Road is appropriate and a report be submitted to a future Traffic Management meeting.

3)    That the investigation will look at volume of traffic in addition to current traffic speeds on Bedford Road.

4)    That the lead petition be informed of the outcome of the meeting.

Friars Walk, Dunstable - Petition Requesting Speed Control and Pavement Improvement pdf icon PDF 99 KB

To note the receipt of a petition submitted to Central Bedfordshire Council and suggest a way forward.

Decision:

1.    That the petition be noted.

2.    That the existing footways in Friars Walk be maintained.

3.    That the case for speed management measures on Friars Walk, First Avenue and Bull Pond Lane be further investigated and if substantiated, an improvement scheme to be included within the Highways Integrated Programme of works.

4.    That the lead petitioner be informed of the outcome of the meeting.

High Street and Shefford Road, Meppershall - Petition for Traffic Calming Measures pdf icon PDF 101 KB

To note the receipt of a petition submitted to Central Bedfordshire Council and suggest a way forward.

 

Decision:

1.    That the petition be noted.

2.    That traffic calming measures be pursued as set out in the report.

3.    That Officers request Meppershall High Street / Shefford Road be afforded priority for police speed limit enforcement activity.

4.    That the Parish Council is invited to consider an application through the Rural Match Funding Process for a scheme to raise the level of compliance with the speed limit on Meppershall High Street / Shefford Road.

5.    That the lead petitioner be informed of the outcome of the meeting.

Heath Road, Leighton Buzzard - Petition Requesting School Safety Measures pdf icon PDF 509 KB

To note the receipt of a petition submitted to Central Bedfordshire Council and suggest a way forward.

Decision:

1.    That the petition be noted.

2.    That the Area Custodian is requested to audit the condition of Safety-related signage on Heath Road, taking action as necessary.

3.    That a review of Heath Road should take place once the Eastern link Road, serving the Chamberlain’s Barn development has opened.

4.    That Heathwood and Dovery Down Lower Schools be invited to share with local members the latest versions of their travel plans and the results of any recent monitoring activity.

5.    That a review of the waiting restrictions near Heathwood Lower School be undertaken and any additional restrictions considered necessary be pursued in the coming months.

6.    That the lead petitioner be informed of the outcome of this meeting.
