The report advises of a potential legal challenge to the decision of the Traffic Management Meeting on 5 February 2013 and recommends a course of action.

Decision:

That the decision made at the Traffic Management Meeting on 5 February 2013 be rescinded and the matter of a 7.5 tonnes Goods Vehicle Weight Restriction on Poynters Road, Dunstable be reconsidered at a future Traffic Management Meeting.

This report seeks the approval of the Executive Member for Sustainable Communities - Services for the introduction of 20mph speed limit zones in the North-East areas of Dunstable following the publication of proposals and a receipt of objections.

Decision:

That the proposal to introduce 20mph Speed Limit Zones in the North-East areas of Dunstable be implemented as advertised.

Various Roads in Leighton-Linslade-To consider objections and feedback from the publication of proposed parking controls in Leighton-Linslade pdf icon PDF 1 MB

To report to the Executive Member for Sustainable Communities Services the receipt of objections following publication of proposals relating to on-street parking restrictions in Leighton-Linslade.

Decision:

That the following parking restriction proposals be implemented:-

(a)    Orchard Drive, Grange Close and Woodside Way – Single Yellow Lines (No Waiting Mon to Fri 8.30am – 12noon on one side of the road and No Waiting Mon to Fri 1pm – 5pm on the other side).

(b)    Wing Road and Mentmore Road – Residents Permit Parking scheme – Properties on the north-west side of Wing Road between Old Road and no.120 to retain their eligibility to apply for a permit to park in the existing Central Linslade permit parking zone and also include them in the new Wing Road and Mentmore Road zone, but only be entitled to a permit to park in one zone not both.  Ivester Court to be included in the new Wing Road and Mentmore Road zone.  Introduce No Waiting at any time on various lengths of road.

(c)    St Mary’s Way area – Residents Permit Parking scheme – Introduce No Waiting at any time at the junction of St Mary’s Way and Soulbury Road.

(d)    Faulkner’s Way – Residents Permit Parking scheme – Introduce No Waiting at any time on short lengths of road near the junctions of Faulkner’s Way with Stoke Road and Bossington Lane.

(e)    Harcourt Close – Single Yellow Lines (No Waiting Mon to Fri 8.30am – 12noon on one side of the road and No Waiting Mon to Fri 1pm – 5pm on the other side).

(f)      Southcott Village – Residents Permit Parking scheme from Chelsea Green to the end.  Introduce No Waiting at any time at the junction of Southcott Village and Chelsea Green.

(g)    Epsom Close – Extend Single Yellow Lines (No Waiting Mon to Fri 10am – 11am on one side of the road and No Waiting Mon to Fri 2pm – 3pm on the other side).

This report seeks the approval of the Executive Member for Sustainable Communities - Services for the introduction of a Residents Permit Parking Scheme in Albert Court, Dunstable following the publication of proposals and receipt of objections.

Various Roads on the East Side of Central Bedfordshire - Consider Objections to Proposed Waiting Restrictions pdf icon PDF 2 MB

This report seeks the approval of the Executive Member for Sustainable Communities - Services for the introduction of waiting restrictions in Various Roads on the East side of Central Bedfordshire following the publication of proposals.

Decision:

1.      that the proposals to introduce waiting and stopping restrictions in Biggleswade, Clifton, Arlesey Road and Hitchin Road, Henlow, Langford, Potton, and Sandy be implemented as published.

2.      that the proposals for Shillington not be implemented.

3.      that the proposal for Henlow be amended as follows:-

(a)         High Street (North) that the proposed No Waiting at any time be shortened at the southern end, such that they terminate between nos. 78 and 80a on the east side and between nos. 67 and 69 on the west side.

(b)         High Street (South) that the proposed No Waiting at any time be implemented on the west side, but that on the east side they only cover that length of road from Clifton Road roundabout northwards to  house no. 6a.

Hitchin Road and Clifton Road, Shefford - Consider Objections to Proposed Zebra Crossing and Waiting Restrictions pdf icon PDF 322 KB

This report seeks the approval of the Executive Member for Sustainable Communities - Services for the installation of a zebra crossing and the introduction of waiting restrictions near the junction of Hitchin Road and Clifton Road, Shefford following the receipt of objections.

Decision:

  1. that the decision on the zebra crossing in Hitchin Road, Shefford be deferred for the following reasons:-

(a)         Council policy prefers zebra crossings to be on platforms, but that would involve the whole junction being raised.  Officers to investigate what funding available to achieve that.

(b)         Officers to investigate the timescale for introducing a 20mph speed restriction.

2.  that the decision on the proposed No Waiting at any time on Clifton Road, Shefford be deferred.
