Full Council is the overall decision-making committee and is made up of 59 Councillors. The current political make-up of the Council is set out at the end of this page.

The Council debates the recommendations from the Executive and other committees and determines the annual budget and council tax. The Council also determines the policy framework for the organisation, which includes how services will be provided and improved.

The Council usually meets eight times each year.
